DESCRIPTION/BACKGROUND:
On May 21, 2025, the Marion County Board of County Commissioners approved a modification to the Certificate of Public Convenience and Necessity (COPCN) transport restrictions for local service ambulance providers. The modification allowed local ambulance providers to provide special event coverage in place of Marion County Fire Rescue, reducing the workload and allowing a focused return to 911 services. Arena Horse Shows of Ocala, LLC is the primary corporate licensee and event manager for major equestrian events at the World Equestrian Center in Ocala, Florida. The company operates on the 1750 NW 80th Avenue campus hosting year-round, nationally recognized hunter/jumper, dressage, and breed-specific competitions. US Equestrian (USEF) requires that an ambulance be on the competition grounds or on call during scheduled sessions for Premier Hunter, Level 5/6 Jumper, and Eventing competitions.
