SUBJECT:

Title

Request Approval of Change Order to Purchase Order 2500879: 24Q-108 SW 49th Avenue North - Kimley-Horn and Associates, Inc., Ocala, FL (Budget Impact - Neutral; additional expenditure of $192,186.50)

Body

INITIATOR:

DEPARTMENT:

Susan Olsen, Director

Procurement Services

DESCRIPTION/BACKGROUND:

On December 17, 2024, the Board approved a contract with Kimley-Horn and Associates, Inc., to secure professional engineering and consulting services. The scope of services includes the development of comprehensive engineering plans, specifications, cost estimates, bid packages, and permitting documents for the project to widen SW 49th Avenue from two lanes to four lanes spanning the segment between Marion Oaks Trail and SW 95th Street.

Change Order 1 added 248 days to the contract. Change Order 2 used contingency to have a licensed arborist perform a Tree Health Evaluation.

Change Order 3 adds services to design and permit a shared use path approximately 0.4 miles in length through the Florida Department of Environmental Protection (FDEP) Greenway to connect existing and proposed wildlife crossing tunnels beneath SW 49th Avenue. This is required by FDEP as a condition of securing right-of-way for the project. Because the shared use path is located outside of the existing project right-of-way, additional surveying, geotechnical, environmental, drainage, roadway design, and permitting services are required that were not included in the original contract scope. This change order also adds full depth reclamation (FDR) mix design services for pavement rehabilitation along the project corridor and nutrient loading calculations required by the Southwest Florida Water Management District (SWFWMD) under new stormwater quality rules, both of which were outside of the original scope of services.

Funding for a portion of the new services is offset by the removal of signalization design and subsurface utility exploration at the SW 103rd Street Road and SW 100th Street intersections, which are no longer being pursued.

The Change Order and detailed proposal are attached for review. Upon approval at today’s meeting, the Change Order will be forwarded to the Chairman for signature.

BUDGET/IMPACT:

Neutral; additional expenditure of $192,186.50, bringing the total amount of the purchase order to $2,649,596.50. Funding comes from VJ738541-563220-STC073814 (Infrastructure Surtax Capital Project Fund).
