DESCRIPTION/BACKGROUND:
The current expenditure budget appropriation is insufficient because no funding was originally allocated in Professional Services for a fee study, as this need was not anticipated during the budgeting process. Following the Governor’s signing of Florida House Bill 803 on May 16, 2026, which imposes new restrictions on Building Safety carryforward funds and private provider discounts, along with the long-standing requirements of Florida Statute 553.80, the Building Safety Department must revise its existing fee resolution to ensure that all fees accurately reflect actual direct and indirect costs and do not generate excessive revenues. These statutory changes create an immediate and unplanned need to engage a consulting firm to conduct a comprehensive fee study.
To address this need, the identified funding source is a transfer of $75,000 from Building - Construct Improv to Professional Services. These funds are available because planned office upgrades have been reduced in scope pending County Administration’s review of office space allocation and efficient utilization, freeing the necessary resources to support the required fee study. This is a non-recurring issue; however, future assessment needs have been incorporated into the FY 2026-27 budget under Professional Services to ensure ongoing compliance and readiness.
