DESCRIPTION/BACKGROUND:

The Florida Department of Transportation (FDOT) and Marion County seek to enter into an agreement (the Agreement) for FDOT to design, permit and fund the utility improvements in order for Marion County Utilities (MCU) to provide water and wastewater service to the I-75 rest area located between CR484 and SR200.

 

The Agreement provides for MCU to assist FDOT with construction of these facilities by procuring construction services and providing construction oversight on behalf of FDOT.

Included in the Agreement are construction of approximately 2,200 feet of new 6-inch force main; one new lift station that includes a grinder pretreatment system for the rest area flow; 3,350 feet of 16-inch water main; 2,950 feet of 12-inch water main; and a water main jack-and-bore beneath I-75. These new facilities will be owned and operated by MCU. As part of this Agreement, MCU and FDOT negotiated reimbursement for oversizing the water main (from 8-inch to 12- and 16-inch), force main (from 4-inch to 6-inch), and the lift station depth (from 15 feet deep to 25 feet) so that unallocated capacity would be available for extending utility services to nearby areas.

 

The engineer’s estimated opinion of cost for the project is $2,873,225 and the estimated FDOT funding would be $1,806,950. The project will generate $934,700 in water and wastewater capacity fees which will be credited back against the construction cost. Marion County Utilities will be responsible for an estimated $131,577 of the project cost.

 

This Agreement replaces Contract No. 22-02 between FDOT and Marion County that was previously approved by the Board of County Commissioners on December 20, 2022. Contract No. 22-02 was not executed by FDOT because FDOT required modifications to the mechanism for payment from FDOT to Marion County for construction of the utility project.

 

Upon execution by the County, staff will submit the agreement to FDOT for final execution. The approval of this agreement is subject to approval by the FDOT Comptroller and that may require modification to the method by which the County will receive payment to comply with their applicable rules and regulations and that Utilities is requesting authorization for the County Administrator to be able to agree to such modification(s).

 

BUDGET/IMPACT:

Neutral; estimated project cost is $2,873,225. A Budget Amendment Request will be presented at a future date

Motion to approve and authorize the Chairman and Clerk to execute the Water and Wastewater System Utility Agreement and to authorize the County Administrator and County Attorney to execute any modification to the agreement necessary for compliance with FDOT rules and regulations.
