DESCRIPTION/BACKGROUND:
On behalf of Facilities Management, Procurement is presenting a bid exemption for the County’s armed and unarmed security services for approval. In March of 2009, a Request for Proposals (RFP) was advertised to select a firm to provide these services for the County. Ten (10) proposals were received and the recommendation to award the contract to Giddens Security Corporation was approved by the Board of County Commissioners on June 2, 2009. Throughout their duration of service Giddens has performed at an exceptional level. Their current contract expires June 30, 2022 and, although there is an option to utilize an existing Giddens state contract, contracting with Giddens through this bid exemption provides an opportunity for the County to benefit from rates at least four percent (4%) lower than those offered under the state contract. The bid exemption will identify the same level of services as the current contract covers, with an initial term of three (3) years and one optional three (3) year renewal. The contract staff is presenting to the Board today represents a twenty-three percent (23%) increase from the 2009 contract.
Attached for review is a draft contract; upon approval at today’s meeting it will be sent to Giddens Security for signature and upon return, will be forwarded for the County Attorney’s, Clerk’s, and Chairman’s signatures.
