DESCRIPTION/BACKGROUND:
On behalf of Marion County Fire Rescue (MCFR), Procurement requests Board approval to designate Ring Rescue Inc. as a sole source manufacturer for the purchase of the Dolphin Ring Cutter, to be distributed to each fire station. MCFR personnel frequently use ring cutters to assist citizens who have rings stuck on their fingers, often causing pain, swelling, or injury. However, many modern rings are now made from high-strength metals such as titanium and tungsten, which exceed the cutting capabilities of the department’s current tools.
The Dolphin Ring Cutter is specifically designed to safely and efficiently cut through these advanced materials. It is the only known tool that meets MCFR’s safety standards and operational needs for these types of emergencies.
Ring Rescue Inc. is the exclusive manufacturer of the Dolphin Ring Cutter, and MED Alliance Group is the authorized distributor for the State of Florida, supporting the sole source justification for this procurement.
Attached for review is a draft Solicitation Waiver. Upon approval at today’s meeting, it will be sent to the Chairman for signature.
BUDGET/IMPACT:
Neutral; estimated annual expenditure of $88,000. Funding is from EF300522-552108 (Fire, Rescue and EMS Fund).
