DESCRIPTION/BACKGROUND:
On May 21, 2024, the Board awarded a contract to Tillman and Associates Engineering, LLC to develop a Preliminary Engineering Report (PER) to support the development and design of the Marion Oaks Manor Extension project from SW 49th Avenue to S Hwy 475.
The First Contract Amendment, approved by the Board on March 18, 2025, transitioned from a PER to a more comprehensive Florida Department of Transportation (FDOT) Project Development and Environment (PD&E) study including more rigorous and detailed analysis, which ensures the crossing over Interstate 75 complies with state and federal regulations.
This Second Contract Amendment adds professional engineering services to advance the project from the PD&E phase to a 30% plan design level in support of future design-build procurement. The added scope includes development of 30% roadway plans, integration of environmental commitments, utility and structural coordination, and preparation of a Basis of Design Report and planning-level cost estimate, which will occur simultaneously with current PD&E design services.
The scope also includes an optional 30% drainage and stormwater design task for an additional fee of $254,700, which may be authorized by the Department if needed as the project advances.
Attached for review are Change Order 1 to Purchase Order 2501171 and a draft contract amendment. Upon approval at today’s meeting, it will be sent to Tillman and Associates Engineering, LLC for signatures. Upon return, it will be forwarded to Legal, the Clerk, and Chairman for signatures.
BUDGET/IMPACT:
Neutral; additional expenditure of $1,117,269, bringing the purchase order amount to $1,744,298.00. Funding comes from VJ38541-563220-STC73890 (Infrastructure Surtax Capital Project Fund). If the Department moves forward with the optional 30% Drainage & Stormwater Design, the total purchase order amount would increase to $1,998,998.

Recommended action
Motion to approve the recommendation and allow staff to issue the contract, and upon approval by Legal, authorize the Chairman and Clerk to execute the contract with Tillman and Associates Engineering, LLC under 16Q-052-CA-02 and allow staff to process, and authorize the Chairman and Clerk to execute Change Order 1 to Purchase Order 2501171.
