DESCRIPTION/BACKGROUND:
On May 21, 2024, the Board awarded a contract to Ardurra Group, Inc. (AG) in the amount of $82,066 to provide engineering design and construction phase services for the extension of Marion County’s water distribution system. This extension supports the planned abandonment of the existing Cedar Hills Water Treatment Plant (WTP), and the removal of substandard water mains located within alleys that are difficult to maintain. These improvements will enhance water service reliability and fire protection capabilities in the area.
On July 24, 2024, a line adjustment was completed through Change Order 1, which did not require Board approval.
Following the completion of the initial system modeling, it was determined that water pressures in portions of the service area were unacceptably low due to significant elevation changes across the Cedar Hills development. After consulting with the Marion County Utilities department and the project engineers, it was concluded that the Cedar Hills WTP must remain in operation to maintain adequate pressure on the west side of the development. Additional design modifications are also needed to meet updated supply and flow requirements for the distribution system. These changes have altered the original project scope.
Change Order 2, which is being presented for Board consideration today, adds $59,985 to the contract, bringing the revised total to $142,051. This additional funding is necessary to support the extended scope and to ensure quality engineering and design services.
Attached for review is a copy of Change Order 2 and the proposal from AG. Upon approval at today’s meeting, the change order will be presented to the Chairman and Clerk for signatures.
BUDGET/IMPACT:
Neutral; additional expenditure of $59,985. Funding is from Capital Improvement Projects (ZF448536-563102, project code UTC000081).
