SUBJECT:

Title

Planning and Zoning Commission - Request to Appoint Two (2) Full Members for a New Term, Ending October 2029

Body

INITIATOR:

DEPARTMENT:

Gennifer Medina, Executive Assistant

Commission Office

DESCRIPTION/BACKGROUND:

The Planning and Zoning Commission has two (2) full-member seats expiring at the end of October 2029. A total of five (5) applications were received during the advertisement period, including those from incumbent members who have requested consideration for reappointment. The applicants are as follows:

-                     Gerald Lourenco (Incumbent)

-                     Michael Kroitor (Incumbent)

-                     Thomas Fisher (Former Member)

-                     William “Nate” Chambers (New)

-                     Jackie Alsobrook (New)

-                      Terrence N. Thompson (New)

-                     Marco V. Mariti (New)

-                     James A. Neville (New)

Incumbent Gerald Lourenco’s business and professional relations require a waiver of conflict approval to be considered for reappointment.

Sections 112.313(3) and 112.313(7), Florida Statutes, prohibit certain business relationships on the part of public officers and employees, including those serving on advisory boards.  However, Section 112.313(12), Florida Statutes, permits the BOCC to waive these requirements in a particular instance provided the waiver by the BCC is upon a two-thirds affirmative vote; and the advisory board member has fully disclosed the transaction or relationship which would otherwise be prohibited by Subsections (3) of (7) of Section 112.313, Florida Statutes by submitting the Form 4A as required. Gerald Lourenco has provided the required Form 4A.

The waiver, if granted, would permit Mr. Lourenco to continue to serve as advisory board member of the Planning and Zoning Commission should he be reappointed.
