DESCRIPTION/BACKGROUND:

This matter involves a property (PID 4585-002-014) wherein the property owner, David R. Haskins, allows his tenant, Miguel Serrata, to maintain the property in a chronic state of nuisance. There have been several code enforcement cases beginning in June 2020, with two prior abatement liens and other board liens recorded in the total amount of $33,911.77, plus interest accruing daily on the abatement liens. The property owner has taken no steps to evict or remove the tenant advising he cannot afford to do so. The tenant, who currently occupies the property, continues to maintain the property in a public nuisance condition, which is manifestly injurious to the morals and manners of the people of the community. The County Attorney requests the Board’s approval to foreclose on the outstanding liens and thereafter resolve the nuisance.  The Property Appraiser reports that the property is valued at $13,528, and the current taxes owed, inclusive of past due taxes, are $10,364.31.
