DESCRIPTION/BACKGROUND:

This draft Ordinance will amend Chapter 4 of the Marion County Ordinance relating to Animal Control and Enforcement. Some definitions have been added or amended for clarity based on past ambiguities. This ordinance also revises the hold times for impounded animals; requires microchip registration; revises and clarifies the requirements for animal kennels to obtain a permit and undergo inspections by Animal Services; and creates Standards of Care for those permits. In addition, the Ordinance would strengthen the regulation of irresponsible animal owners.
