DESCRIPTION/BACKGROUND:
On March 18, 2025, the Board approved an Interlocal Agreement between the City of Belleview and Marion County for the Belleview to Greenway Trail Project (FPN: 453543-1). The project provides for the design and construction of trail improvements along SE 102nd Place (from US 441 to SE 52nd Court) and SE 52nd Court (from SE 105th Place to SE 102nd Place). Under the agreement, Marion County, as a Florida Department of Transportation (FDOT) Local Agency Program (LAP) certified agency, will administer all phases of the project, including design and construction, seek reimbursement from FDOT for eligible project costs, and coordinate the transfer of the County roadway segments to the City of Belleview upon project completion.
To advance the project into the design phase, FDOT has prepared a local agency funding agreement, three party escrow agreement, and resolution for the Belleview to Greenway Trail Project (FPN: 453543-2-32-01). These agreements provide for Marion County’s participation in the design phase by funding the anticipated federal-aid funding shortfall and establishing the required escrow account for the deposit and administration of those funds.
Under the agreements, Marion County will deposit $223,997 into the escrow account to cover anticipated federal-aid funding shortfall for the design phase. Approval of these agreements will allow FDOT to proceed with the design of the project and represents the next step in implementing the Board-approved interlocal agreement.

Neutral; expenditure of $223,997.
