DESCRIPTION/BACKGROUND:

On behalf of Marion County Utilities (MCU), Procurement requests a waiver of the formal

bid process to declare Heyward Florida Incorporated the sole source provider of HIVENT®, HIBOCS, HICARB, and HIVON odor control equipment, media, parts and services.

 

MCU currently operates and maintains proprietary Heyward Florida HIVENT®, HIBOCS, HICARB, and HIVON odor control systems at its wastewater treatment plants and lift stations. Approval is requested to designate Heyward Florida Incorporated as the sole-source provider for these systems and their associated components to ensure compatibility with installed equipment, reduce staff training requirements, minimize equipment downtime through streamlined maintenance and repairs, and lower inventory costs by reducing the variety of spare parts that must be maintained.

 

Procurement advertised a Notice of Intent to Utilize a Sole Source Supplier on the Euna/Bonfire platform from July 13, 2026, through July 21, 2026, to which no responses were received.

 

Attached for review is a draft Solicitation Waiver. Following approval at today’s meeting, it will be presented to Chairman for signature.

 

BUDGET/IMPACT:

Neutral; estimated expenditure of $100,000. Funding is from ZF445535 - 546301 Marion County Utility Fund.
