DESCRIPTION/BACKGROUND:
On behalf of the Solid Waste Department, Procurement advertised a bid for Supply of Solid Waste Compactors and Containers as their current contract was expiring.
The incumbent firm, IES Sales and Service, LLC, was the only respondent and is the incumbent firm for this contract. The Solid Waste Department has been experiencing several issues with this firm including lack of communication, poor performance, and delays in supplying compactors and containers. Both Procurement Services and Solid Waste have made several unsuccessful attempts to contact the firm to discuss issues and to find a resolution, including issuing a cure notice. Although the firm acknowledged receipt of the notice, they failed to resolve the issues in the allotted amount of time. Environmental Services Director, Jody Kirkman, recommends rejecting IES’s submittal. The Solid Waste Department will modify the scope, clarifying the specifications intended for the contract type, and re-advertise the solicitation at a later date.
Furthermore, in consulting with the Legal Department, Susan Olsen, Procurement Services Director, has suspended IES from doing business with the county and is recommending debarment for one (1) year pending Board approval.
