DESCRIPTION/BACKGROUND:
On June 6, 2023, the Board approved contracts with multiple firms to provide various civil site-related engineering services for the County. Firms were selected based on their qualifications in accordance with §287.055, Consultant's Competitive Negotiation Act.
On April 7, 2026, the Board approved amendments to the Developer's Agreements for the Ocala Crossings North and South Planned Unit Developments. As part of those amendments, the County agreed to complete a Preliminary Engineering Report (PER) to support the acquisition of off-site right-of-way, including potential eminent domain, necessary to complete the roadway connection. While the developers remain responsible for the design and construction of the entire SW 90th Street (from SW 45th Terrace to SW 40th Avenue), the County's PER is necessary to advance the project. The work was subsequently programmed in the Transportation Improvement Program (TIP) as Capacity Project C27 - SW 90th Street Extension.
Tillman and Associates Engineering, LLC, has been recommended by County Engineer Steven Cohoon, P.E., to prepare the Preliminary Engineering Report for the approximately 0.5-mile extension of SW 90th Street from SW 45th Terrace to SW 40th Avenue. The PER will evaluate existing conditions, roadway typical sections, alignment alternatives, access management, bicycle and pedestrian accommodations, traffic and safety, environmental considerations, concept plans, right-of-way impacts, public involvement, cost estimates, and preparation of the final PER.
Attached for review is the draft Task Order contract. Upon approval at today’s meeting, it will be sent to Tillman and Associates Engineering, LLC, for signature and, and once returned, will be forwarded to Legal, the Clerk, and the Chairman for signatures.
BUDGET/IMPACT:
Neutral; expenditure of $94,160. Funding is from BM761541-563221-TIP000066 (County Engineer - 80% Gas Tax).

Recommended action
Motion to approve the recommendation and allow staff to issue contract, and upon approval by Legal, authorize the Chairman to execute the contract with Tillman and Associates, LLC, under 23Q-087-TO-68.
