DESCRIPTION/BACKGROUND:
During the meeting on August 18, 2020, the Board approved a contract with Kimley-Horn and Associates, Inc. (KHA) to develop the Southeast Regional Water Supply Master Plan for Marion County. The initial phase of the project, which included hydraulic modeling of the existing water system and hydrogeologic evaluations to assess water production capacity and opportunities for consolidation of the Southeast Water System infrastructure, has been completed.
On January 17, 2023, the Board approved Contract Amendment 1 to continue the phased implementation of the Master Plan. Contract Amendment 1 included development of the test well program, preparation of construction plans and specifications, and construction-phase services associated with the Lower Floridan Aquifer (LFA) Potable Water Test Well.
Contract Amendment 2 presented today provides professional engineering and design services for the Southeast Regional Water Treatment Plant (SERWTP). The scope includes planning, permitting, site development, water quality and blending analyses, production well evaluation, and preparation of construction documents for an initial 6.075 million-gallon-per-day (MGD) facility expandable to 9.70 MGD. Completion of these services will position the County to advance the SERWTP project into construction procurement, supporting future water system capacity needs, accommodating regional growth, and ensuring long-term regulatory compliance and system reliability.
Attached for review is a draft contract. Upon approval at today’s meeting, it will be sent to the firm for signatures and once returned, will be sent to Legal, the Clerk, and Chairman for signatures.
BUDGET/IMPACT:
Neutral; expenditure of $1,479,310. Funding is from ZF448536-563102, UTC000092 - Marion County Utility Fund.
