DESCRIPTION/BACKGROUND:

On July 15, 2025, the Marion County Board of County Commissioners approved a contract with the Florida Department of Children and Families (DCF) to distribute state and federal homelessness assistance funds through the Ocala/Marion Joint Office on Homelessness Continuum of Care (CoC) FL-514.  Funding sources include Challenge Grants, Emergency Solutions Grants (ESG), and Temporary Assistance for Needy Families (TANF) Grants.

On January 20, 2026, the Board approved an initial agreement with Neighborhood Housing and Development Corporation (NHDC) for the administration of Challenge Grant funding in the amount of $100,000 which has provided housing for 59 families.

On April 21, 2026, the Board approved a first amendment to the existing agreement with NHDC providing an additional $17,567.84 in Challenge Grant funding to support expanded services to additional Marion County families in need of assistance.

This second amendment to the existing agreement with NHDC provides an additional $46,210, in Challenge Grant funding bringing the total award to $163,777.84. It is anticipated that an additional 25 families will benefit from the services through NHDC.

The additional funding will provide eligible Marion County residents with rental assistance, move-in costs associated with rapid re-housing, utility and other financial assistance, and case management services. These services are designed to assist households in achieving housing stability and long-term self-sufficiency.
