DESCRIPTION/BACKGROUND:
Home2 Suites by Hilton Silver Springs, Ocala, FL, is constructing a 105-room hotel at NE 58th Ave and NE 24th Street. The developer has requested to implement a revised methodology for estimating water demand flows for calculating commercial capital charges. Marion County Utilities (MCU) is currently developing an alternative methodology ordinance for calculating commercial capital charges, but is not completed or adopted at this time. This Memorandum of Understanding (MOU) establishes an upfront payment and reconciliation framework related to the commercial capital charges for the project. The developer will pay initial capital charges based on an estimated water demand of 6,300 gallons per day (15.75 water and 31.5 wastewater equivalent residential connections). Within 24 months after hotel opening, MCU will conduct an evaluation utilizing the new/proposed ordinance and actual water usage; any consumption significantly different than 6,300 gallons per day will be adjusted under the new ordinance guidelines.
