DESCRIPTION/BACKGROUND:

Cesar E Amparo, owner and applicant, applied for a Special Use Permit to allow for the parking of seven (7) commercial vehicles/tractors and nine (9) trailers on a 1-acre property with Rural Land (RL) future land use and General Agriculture (A-1) zoning. The Parcel Identification Numbers associated with the property are 44602-000-01, which are legally described in metes and bounds. The site’s address is 14290 S Hwy 475, Summerfield, FL 34491.

 

The subject property is located outside the Farmland Preservation Area, outside of the Urban Growth Boundary, and inside the Secondary Springs Protection Overlay Zone. 

 

Several concerns arise from this request. The requested number of tractors and trailers far exceeds what is allowed by the land development code. The property owner has been subject to two code violations (2020 & 2025) regarding unauthorized commercial vehicle operations in an agricultural zoning district. Furthermore, traffic engineers in the County Office of the Engineer are concerned about vehicle access and circulation on the site, particularly in regards to impeding traffic flow and safety on CR 475 when backing up onto the subject property.

 

Staff is recommending denial because the intensity of the requested use is incompatible with the surrounding area, would adversely affect the public interest, and is inconsistent with the Marion County Comprehensive Plan.

 

One letter of support and one letter of opposition have been received from surrounding notified property owners as of the date of staff report publication.
