DESCRIPTION/BACKGROUND:
The Marion County Clerk of Court and Comptroller is replacing its aging information technology equipment. The servers, storage, and network hardware that run the Clerk's court, official records, financial, and administrative systems are reaching the end of their useful life and manufacturer support. Funding for this project includes buying and installing new equipment to keep these services reliable, secure, and supported for the next 5-7 years.
The project includes:
• Servers and virtualization: new host servers to run the Clerk's virtual server environment
• Storage: new primary storage for court and official records data
• Networking: core data center switching and related equipment
• Backup and recovery: equipment to protect data and support disaster recovery
• Installation and migration: professional services to install the new equipment, move existing systems onto it, and retire the old hardware
• Support and maintenance: multi-year manufacturer support for the new equipment
Marion County, Florida (the "County") has incurred and/or will incur various costs in relation to the purchase and installation of new information technology equipment, including servers, storage, and network hardware that run vital operation systems for the Marion County Clerk of Court and Comptroller (the "Project").
The County plans to use a combination of cash on hand as well as amounts derived from interfund loans to temporarily pay for the costs of the Project and the County has determined it is in its best interest to reimburse itself for such costs from proceeds of one or a combination of short-term notes or tax-exempt debt, and to reimburse itself for costs incurred with respect to the Project prior to the issuance of such debt (herein referred to as the "Debt Obligations").
The United States Department of Treasury Regulation Section 1.150-2 (the "Reimbursement Regulations") prescribe conditions under which the proceeds of Debt Obligations may be used to reimburse governmental advances made for capital and certain other expenditures paid before issuance of such Debt Obligations.
BUDGET/IMPACT:
Expenditure of $750,000.
