DESCRIPTION/BACKGROUND:

On behalf of Marion County Utilities (MCU), Procurement advertised a bid seeking qualified and experienced contractors for the abandonment and demolition of the existing Golden Holiday Wastewater Treatment Facility and two Water Treatment Plants (Water Treatment Plant No. 1 and Water Treatment Plant No. 2), construction of a new lift station, installation of a new 3-inch force main, and a small section of 2-inch water main.

 

This work is necessary to implement the previously approved Interlocal Agreement between Marion County and the City of Ocala for utility services at Golden Holiday Mobile Home Park, enabling the transition from onsite water and wastewater treatment facilities to the City's potable water and wastewater systems.

MCU staff recommends U.S. Water Services Corporation (US Water) receive the award as the lowest, most responsive, and most responsible bidder.

 

An additional allowance of $30,000, is included for costs charged by the City of Ocala for the installation of electrical service from U.S. 27. The City of Ocala will also install conductors within the conduit and set the transformer. This allowance will be reimbursed at cost through a change order to US Water upon receipt of the invoices from the City of Ocala. Any costs exceeding the allocated $30,000, allowance will be presented to the Board for approval.

Attached for review is a contract draft.  Upon approval at today’s meeting, it will be sent to US Water for signatures and once returned will be forwarded to Legal, the Clerk, and Chairman for execution.

 

BUDGET/IMPACT:

Neutral; expenditure of $817,491. An additional allowance of $30,000 is allocated for City of Ocala electric installation, up to 10% contingency may be added to the purchase order in accordance with the Procurement Manual. Funding is from

Recommended action

Motion to approve the recommendation and allow staff to issue a contract and upon approval by Legal, authorize the Chairman and Clerk to execute the contract under 26B-083.
