DESCRIPTION/BACKGROUND:
On June 6, 2023, the Board approved contracts with multiple firms to provide various civil site-related engineering services for the County. Firms were selected based on their qualifications in accordance with §287.055 Consultant’s Competitive Negotiation Act.
On December 3, 2024, Kimley-Horn and Associates, Inc. (KHA) was selected to assist the County in preparing an application and supporting documents for the Florida Department of Transportation (FDOT) Safe Routes to School (SRTS) Program for the Belleview Middle School area. The application anticipated having two (2) phases: Phase 1 sidewalk improvements near Belleview Middle School and Belleview High School to fill in gaps and extend the existing sidewalk network; and Phase 2 sidewalk improvements north of the Phase 1 improvements to tie into the existing sidewalk network on US 301/US 441. On September 24, 2025, FDOT awarded the County funding for Phase 1 only, with the design phase programmed for FDOT FY 29 and construction for FDOT FY 31.
KHA has been recommended by the County Engineer, Steven Cohoon, P.E., for the design of the Belleview Middle School SRTS Phase 2 improvements.
The work will include surveying and mapping, traffic data collection, environmental assessment, sidewalk and lighting design, utility coordination, signing and pavement marking improvements, Americans with Disability Act compliant driveway crossing improvements, evaluation of existing roadside drop-off conditions, permitting coordination, and preparation of construction plans and cost estimates. The project generally extends along SE 36th Avenue from SE 98th Place to SE 95th Street to US 441.
Attached for review is a draft of the Task Order Contract. Upon approval at today’s meeting, it will be sent to KHA for signature and upon return will be forwarded to Legal, the Clerk, and Chairman for signatures.
