DESCRIPTION/BACKGROUND:

Marion County, as one (1) of six (6) members of the District 5 and District 24 Medical Examiner Advisory Committee, acts as the administrator of the Medical Examiner budget/facility. When the interlocal agreement was signed in 2018, it brought District 24 (Seminole County) into the agreement and identified that the expansion or replacement of the existing Medical Examiner facility would be accelerated. After meeting with the Medical Examiner’s staff in May 2020, Marion County began the process to determine the feasibility of expansion to the existing facility to handle increasing demand for service.

In February 2021, it was determined that expansion of the existing site was not feasible and Marion County began developing a concept for replacing the existing facility. At the May 2021 meeting of the Committee, a draft conceptual plan was presented, along with options to address facility space in the interim. Marion County was directed by the Committee to develop a draft RFP that would provide various options for replacement of a facility, to include lease of an existing facility, build-to-lease of a new facility, or direct build of a new facility.

At the meeting held on August 11, 2021, this draft RFP was presented, along with an update to the interim options. The Committee then directed Marion County to move forward with the interim option of remodeling existing space into another pathologist office (at an approximate cost of $101,000) which should provide sufficient capacity for approximately three (3) additional years.

The Committee also requested that Commissioners review the draft RFP with their respective Commissions and Administrators so the subject can be discussed at the next Committee meeting to begin the planning process for the long-term replacement of the facility.
