DESCRIPTION/BACKGROUND:
On August 6, 2025, the Board approved the FY 2025-26 Annual Action Plan for Community Services, which includes the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG). This Annual Action Plan aligns with the Fiscal Year 2024-2028 Five-Year Consolidated Plan.
HUD awarded $190,774 to Marion County through the 2025-2026 Emergency Solutions Grant (HESG) Program. The City of Ocala, as part of the Ocala/Marion Joint Office on Homelessness, is requesting $99,437.50 through the HESG grant. The funding will support street outreach services throughout Marion County for individuals and families at risk of homelessness or classified as homeless. As a condition of the award, the City of Ocala will provide an equivalent match. These services will include assessment, referrals, and advocacy for individuals enrolled in the street outreach program.
The City of Ocala Street Outreach program, as part of the Marion County-FL 514 Continuum of Care, served approximately 249 individuals experiencing homelessness in Marion County from October 1, 2024, through September 30, 2025. During this period, outreach staff provided engagement, assessment, and referrals to essential services and housing resources.

Recommended action
Motion to approve and authorize the Chairman and Clerk to execute all necessary documents associated with this Agreement with the City of Ocala and authorize Community Services Director to extend the term of the agreement if necessary.
