DESCRIPTION/BACKGROUND:

On January 17, 2023, the Board approved a Request for Qualifications (RFQ) with Kimley-Horn and Associates, Inc. to provide survey, design, final construction plans, and update all existing reports for the Pennsylvania Avenue Multimodal Improvement Project along Pennsylvania Avenue from the Florida Northern Railroad to Blue Run of Dunnellon Park.

 

On May 16, 2023, the Marion County Board of County Commissioners approved a Florida Department of Transportation State-Funded Grant Agreement (SFGA) for up to $2,162,000.00 for the construction of Multi-Use Path and Roadway Improvements along Pennsylvania Avenue, also known as CR 484, from 50 feet west of Adams Street to Blue Run of Dunnellon Park, in the City of Dunnellon, Project #TIP000017. Subsequently, the Board approved a Supplemental Agreement (SA) to the SFGA on June 3, 2025. The SA changed the construction scope of the project. Other aspects of the original SFGA remain unchanged, including available State funding for construction and provisions for reimbursing consultants.

 

This Contract Amendment adds Post Design engineering services related to the construction phase of the project. The work includes tasks relating to progress meetings, shop drawing submittals, contractor requests for additional information, site visits, plan revisions, as-built plans, walk-throughs and punch lists, permit close-outs, and required SFGA certifications.

 

Attached for review is the draft contract. Pending approval at today’s meeting, it will be sent to Kimley-Horn and Associates, Inc., for signature and upon return, will be forwarded to Legal, the Clerk, and Chairman for signatures.

 

BUDGET/IMPACT:

Neutral; expenditure of $44,045 with all funds being reimbursed in accordance with the State-Funded Grant Agreement and Supplemental Agreement. Funding for this project is from BL760541-563220-TIP000017.

Recommended action

Motion to approve the contract amendment and allow staff to issue the amendment, and upon approval by Legal, authorize the Chairman and Clerk to execute the contract with Kimley-Horn and Associates, Inc., under 22Q-226.
