DESCRIPTION/BACKGROUND:
During the April 5, 2023 Water Main Extension Requirements Workshop, the Board provided direction to implement the new Utilities Construction Crew in FY22/23. To establish the Construction Crew, the Department must develop the required resources within the organization and then would need to purchase the required equipment to support the new construction crew. On May 2, 2023, the Board approved the job descriptions for the new five (5) person Construction Crew which satisfied the new resources task.
This request is for the second task for approval associated with the purchase of the required equipment (as shown below) to support the Construction Crew:
These vehicles will be purchased under Florida Sheriff’s Association Contract FSA20-EQU18.0.
• One (1) 307.5 Caterpillar Excavator with a purchase price of $111,855; Purchased through Ring Power - Quote - Exhibit A.
• One (1) 289D3 Caterpillar Compact Track Loader with a purchase price of $107,952.00; Purchased through Ring Power - Quote - Exhibit B.
• One (1) 20-foot Big-Tex Trailer with a purchase price of $17,154.00; Purchased through Texas Trailers and the equipment is available - Quote - Exhibit D.
• One (1) 18-foot Texas Trailer with a purchase price of $7,000.00; Purchased through Texas Trailers and the equipment will be available Late July 2023 - Quote - Exhibit E.
This vehicle will be purchased under Florida Sheriff’s Association Contract FSA22-VEH20.
• One (1) 2024 International HX620 6x4 Dump Truck with a purchase price of $201,640.00; Purchased through Cumberland International Truck; Letter of Intent provided to the supplier and equipment is on hold for purchase - Letter of Intent - Exhibit C.
This vehicle will be purchased under Sourcewell Contract# 092922-MNR
• One (1) 18-foot Tow-Master T-18D Trailer with a purchase price of $19,039.00; Purchased through Ring Power - Quote - Exhibit F.
A Bid Exemption is being requested for the following three (3) vehicles, to be purchased off of a dealer lot due to extremely long manufacturer lead times. One (1) has been located on a local dealer lot, the other two (2) are being presented with a ‘not to exceed’ price, to be purchased once available vehicles can be located.
• One (1) F550/5500 Utility Truck with a purchase price not to exceed $125,000.00. Staff is working with the Fleet Department to locate an on-the-lot vehicle for purchase.
• One (1) F350/3500 Utility Truck with a purchase price not to exceed $110,000.00. Staff is working with the Fleet Department to locate an on-the-lot vehicle for purchase.
• One (1) F350 Pickup Truck with a purchase price of $60,648.00; Purchased through Gary Yeomans Ford of Ocala; Letter of Intent provided to the supplier and equipment is on hold for purchase - Letter of Intent - Exhibit G.
BUDGET/IMPACT:
Neutral, expected expenditure of $785,988. Funding is available in line ZF440536-564101 (Marion County Utility Fund)
