DESCRIPTION/BACKGROUND:
In 2022, TDC Deltona Land, LLC, (Developer, 23-DA04) submitted a Comprehensive Plan Amendment Application (CPA 22-S20) and a Planned Unit Development (PUD) Rezoning Application (221208ZP) for a project titled “Trailhead Logistics Park North” to be located in the northwest corner of the Interstate 75 & SW Hwy 484 Interchange. Following initial considerations and discussions, the Developer continued the applications to provide an opportunity to propose a Development Agreement to address expected roadway and intersection improvements to support the project.
The Developer is proposing a Development Agreement consistent with Chapter 163.3220-3243, F.S. and addresses the construction of a SW 20th Avenue Road Extension, the widening of part of SW 29th Avenue Road, and providing for required stormwater drainage and intersection improvements and/or signalizations, and addressing right-of-way conveyances, impact fee credits, proportionate share mitigation, capacity reservations, and maintenance.
This public hearing represents the conclusion of the second of two (2) public hearings regarding the Agreement, and is the Board’s opportunity to act on the proposed Agreement. The first public hearing was held before the Planning and Zoning Commission (P&Z), acting as the Local Planning Agency, consistent with Section 163.3225, F.S. wherein the P&Z recommended approval of the Agreement subject to final resolution of any staff remarks.
