DESCRIPTION/BACKGROUND:
This agenda item serves as a follow-up to the Board workshop on December 17, 2025. It provides an update on the reduced project scope and revised cost estimates and presents a comparison of conventional and modular construction cost estimates for a new Belleview Health Department facility to be constructed on the existing site.
The Belleview Health Department is currently housed in a modular facility that is more than 25 years old and has exceeded its intended service life. The building is in fair to poor condition and, due to the inherent limitations of modular construction, cannot be feasibly renovated to meet current healthcare operational standards or future service needs.
Facilities Management recommends replacing the existing facility to create a modern, efficient healthcare environment while reducing long-term maintenance and operational costs. A review of alternative properties found no suitable sites to support the Department of Health's service needs.
