DESCRIPTION/BACKGROUND:
Marion County takes advantages of the prepayment discount offered by the vendor that supplies the rescues that are ordered through Fleet for the Fire Department. As such, the purchase order normally is closed once it is zeroed out for the issuance of a payment. When re-appropriations are done in July, the expenditure for the eight (8) rescues from the previous fiscal year was not included as there was no open purchase order with costs associated, since it shows as a paid expenditure. However, Rescues take approximately 2-3 years to receive as a tangible asset on the books. When the new fiscal year started, the expenditure was carried forward, in place of the tangible asset that is not yet received. In doing so, it affected the FY 26 starting budget and a pending requisition to order eight (8) additional rescues out of surtax, as planned in the apparatus replacement plan.

Increase Infrastructure Surtax Capital Project Fund appropriation by $4,247,598.
