DESCRIPTION/BACKGROUND:
On November 7, 2023, the Board approved the purchase of updated Microsoft Licenses that support Marion County Information Technology’s Operational Plan (2023-2028) goal of moving the County to the Cloud. The licenses support all users, telephone services, Office Suite, computers, and servers required to run the County’s technology.
Marion County Information Technology requests approval to renew the County’s Microsoft Enterprise licensing, which provides ongoing access to cloud services, Office applications, e-mail, server and database licenses, ongoing system support and security updates essential to the County’s operations. Annual renewal ensures license compliance, uninterrupted service, and continued alignment with the County’s long-term technology plan.
Marion County Information Technology further requests Board approval to authorize the County Administrator to approve and execute future fiscal year Microsoft Enterprise Agreement renewals without returning to the Board each year, provided the renewal amounts do not exceed the budgeted funds for those fiscal years. This authorization will streamline the annual renewal process.
Attached is a copy of the Microsoft Enterprise Agreement and quotations from Insight Public Sector, Inc. for review; upon approval at today’s meeting, it will be sent to Legal, then onto the Chairman for final signature.
BUDGET/IMPACT:
Neutral; expenditure of $1,022,996.69. The cost of the Microsoft Enterprise Agreement renewal will be shared across multiple County departments that utilize Microsoft services.

Recommended action
Move to approve the purchase and renewal of the Microsoft Enterprise Agreement, to authorize the County Administrator to approve and execute future fiscal year Microsoft Enterprise Agreement renewals without returning to the Board (provided the renewal amounts do not exceed the budgeted funds for those fiscal years), and to authorize the Chairman to execute this years’ current renewal agreement, after Legal approval.
