DESCRIPTION/BACKGROUND:

On September 3, 2025, the Board approved a contract with Hartman Civil Construction Co., Inc., (Hartman) to remove and replace damaged pedestrian sidewalks within the County’s right-of-way. The work includes removal of material, restoration, and removal and replacement of truncated dome mats.


The first contract amendment was Board approved on June 2, 2026, and eliminated retainage and liquidated damages.

 

Following a positive performance evaluation, Office of the County Engineer Director Steven Cohoon recommends renewing the contract for an additional one (1) year. This renewal includes a 2% increase for concrete pay items as shown below: 

                     4” Concrete (3,000 PSI) - $2.34 increase per square yard

                     6” Concrete with reinforced fiber (3,000 PSI) - $2.74 increase per square yard

                     6” Concrete curb with reinforced fiber (4,000 PSI) - $0.94 increase per linear foot

                     Concrete curb ramp with detachable warning surface - $4.40 increase per square yard

 

Attached for review is the draft contract. Pending approval at today’s meeting, it will be sent to the Contractor for signature and upon return will be forwarded to Legal, the Clerk, and Chairman for signatures.

 

BUDGET/IMPACT:

Neutral; annual estimated expenditure of $400,000 as approved by the approved budget. Funding is from BM761541-563221-TIP071755 (80% Gas Tax Const Fund).

Recommended action

Motion to approve the recommendation and allow staff to issue a contract, and upon approval by Legal, authorize the Chairman and Clerk to execute the contract amendment with Hartman Civil Construction Co., Inc. under 25B-141.
