DESCRIPTION/BACKGROUND:
At its February 7, 2023, meeting, the Board approved a contract for Kimley-Horn and Associates, Inc. (KHA) to evaluate and update the existing Preliminary Engineering Report (PER) for SW 38th/40th St Phase A and SW 38th St Phase B (from SW 80th Ave to SW 43rd Ct). The Board approved the first contract amendment at its June 18, 2024, meeting for KHA to investigate and make recommendations for an alternative access road from SW 67th Ave Road to West Port High School Bus Loop. The Board approved the PER for the project on March 18, 2025.
This second amendment, being presented today, outlines the scope of work and responsibilities of KHA for the completion of final design and preparation of roadway construction plans consistent with the adopted PER for the proposed improvements to SW 38th/40th Street. The design project will span approximately 3.1 miles, from 3,000 feet east of SW 80th Avenue to SW 43rd Court. The design limits are less than the PER limits as the 3,000 feet section is included in the SW 80th Avenue, Segment I, project. KHA will conduct surveys, engineering analyses, design work, and regulatory permitting necessary to complete the final design. This includes environmental assessments, surveying, right-of-way parcel sketches, roadway and drainage design, signing and pavement markings, intersection improvements, and coordination of underground and overhead utilities. Additionally, KHA will perform technical reviews and studies related to the development and preparation of the contract plans. The services for this work are anticipated to be completed within a 10-month expedited schedule.
Attached for review is a draft contract amendment; pending approval at today’s meeting, it will be sent to KHA for execution and later routed for the County Attorney, Clerk, and Chairman’s signatures.
BUDGET/IMPACT:
Neutral; expenditure of $2,042,530. Funding is from GB772541-563512 - Impact Fee - West District.
