DESCRIPTION/BACKGROUND:
Marion County annually receives federal grant funding from the U.S. Department of Housing and Urban Development (HUD), which includes the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).
Marion County leads a Consortium with the City of Ocala to secure HOME funds, while the City receives its own CDBG allocation as an Entitlement City.
For Program Year 2026-2027, Marion County anticipates receiving approximately $2,267,790 in Community Development Block Grant (CDBG) funding, $930,109 in HOME funding, and $190,987 in Emergency Solutions Grant (ESG) funding. In addition, the County is completing the required HUD transfer process to move approximately $2.4 million in remaining Neighborhood Stabilization Program (NSP) income into the CDBG program. Upon HUD approval, this transfer will increase the total funding available through the County's CDBG program to approximately $4.67 million, and any future NSP program income will also be administered as CDBG funds.
This public hearing is being held to receive final public comments on the proposed 2026-2027 Annual Action Plan, which outlines the County's planned use of these federal funds. The first of the two required public hearings was held on July 7, 2026 at 10:00am.

Recommended action
Receive public comments and advise staff to incorporate appropriate comments into the plan, and motion to approve the 2026-2027 Annual Action Plan, authorizing the Chairman to execute all documents necessary to implement the Plan, including but not limited to SF-424 forms, required certifications, and any other HUD agreements or documents required in connection with HUD's approval and implementation of the Annual Action Plan
