DESCRIPTION/BACKGROUND:
The Marion County Public Library System is eligible to apply for the Department of State, Division of Library and Information Services Public Library Construction grant of up to $500,000. Funding is dependent on appropriation being allocated through the regular legislative funding process.
One of the required documents when applying for this construction grant is an approved agenda item, which provides:
1. Authorization for submission of the application. (This requires a motion to authorize the Library Director to apply.)
2. Name or position title of person authorized to sign the application and provide required certifications. (Because it is an electronic process, it is necessary for the Library Director to submit, sign, and provide certifications.)
3. Assurance that the required match of a dollar-for-dollar of the grant request will be available and unencumbered at the time of grant award. (Because the construction project will be completed at the time of grant award, this assurance is perfunctory.)
4. Assurance that funding is sufficient and will be available in order that the project will result in a completed library building. (This too is perfunctory.)
5. Assurance that upon completion of the project, sufficient funds will be available to operate the facility. (A simple statement to this effect will be sufficient.)
6. Assurance that the building will be used exclusively for the public library purposes for which it was constructed or altered, and submission of proposed changes in use to the Division for approval if within 20 years of the completion of the construction project. (A simple statement will be sufficient.)
Assurance that Marion County has legal title to the property and building, and unconditional use of the site and the building. (Grant guidelines state that a deed is sufficient documentation.)
BUDGET/IMPACT:
Revenue of up to $500,000 in FY2025-26.
RECOMMENDED ACTION:
Recommended action
Motion to authorize the Library Director, Julia H Sieg, to apply for and certify the Public Library Construction grant in the Department of State grants portal. Furthermore, the motion provides ASSURANCE that:
• Marion County has provided well beyond a dollar-for-dollar match towards the design and construction of the Freedom Public Library expansion.
• Funding is sufficient to complete the expansion project.
• Funding is sufficient to operate the Freedom Public Library.
• The Freedom Public Library building project will result in a building used exclusively as a public library facility for the next 20 years.
• Marion County has legal title to the property and building and unconditional use of the same.
