DESCRIPTION/BACKGROUND:

On January 5, 2021, the Board of County Commissioners approved the purchase and sale agreement for the Marion Utilities, Inc. system.  As identified in the Marion Utilities, Inc. Utility Acquisition Feasibility Analysis - Final Report, prepared by Stantec and dated May 13, 2019, the acquisition will require additional resources in the form of Full Time Employees (FTEs) and order to effectively transition services for Marion Utilities customers, the Environmental Services department is requesting the addition of seven (7) FTEs in accordance with the Final Report - Appendix A (attached).

 

More specifically, the positions include:

 

Two (2) Utilities Billing and Account Specialists are required to provide billing and customer services to approximately 6,700 customers that will be gained through the acquisition of Marion Utilities, Inc. system. 

 

Three (3) Utilities Field Technicians are required to support the maintenance and repair of the acquired water distribution and sewer collection systems and appurtenances.

 

Two (2) Utilities Plant Operators and one (1) Utilities Plant Technician are required to maintain and operate the additional water and wastewater treatment plants.

 

Three (3) of the existing Marion Utilities, Inc. employees have expressed an interest in employment with Marion County. The remaining positions would be filled through the advertisement process.

 

In order to fund these new FTEs (positions), Environmental Services will submit a Budget Amendment Request (BAR) on the May 4, 2021 agenda which will include personnel and general operating expenses.
