DESCRIPTION/BACKGROUND:

On August 6, 2019, the Board of County Commissioners (BCC) approved the FY19-23 five (5) year Consolidated Plan and FY 19/20 Annual Action Plan for Community Services. In response to the National Emergency declared by President Trump, HUD has allocated additional CDBG and ESG funds, entitled “CDBG-CV” and “ESG-CV”. On May 5, 2020 the BCC approved the first round of CDBG-CV ($1,165,299)/ESG-CV funds ($582,834). On June 9, 2020 Marion County received its second allocation of CDBG-CV ($1,025,481)/ESG-CV funds ($1,550,489) for a total county allocation of $2,190,780 for CDBG-CV and $2,133,323 for ESG-CV.

 

These funds are to be used in response to the COVID-19 pandemic. As a result a, “Substantial Amendment” must be submitted to HUD. The Substantial Amendment includes addition/modifications to the following activities:

 

Public services, public facility improvement/expansion, economic development, housing rehabilitation, street outreach, emergency shelter, homeless prevention, and rapid rehousing

 

Community Services published a Public Notice of Substantial Amendment in the Ocala Star Banner on May 10, 2021 and opened up the Public Comment Period from May 11, 2021 through May 15, 2021. Public Comment was available by email or mailed letter to Community Services and provided recommended changes to the five (5) year Consolidated Plan and annual action plan.

 

BUDGET/IMPACT:

None; anticipated receipt of HUD COVID-19 funds is as follows: CDBG-CV $1,025,481; and ESG-VC $1,550,489

Motion to approve submission of Substantial Amendment, and allow the chair to execute SF-424, SF-424D, certifications associated and documentation appropriate for the FY 19/23 Five (5) Year Consolidated Plan, and the FY 19/20 Annual Action Plan, as Required by the U.S. Department of Housing and Urban Development (HUD), for Community Development Block Grant (CDBG), and Emergency Solutions Grant (ESG) Funds.
