DESCRIPTION/BACKGROUND:

On April 16, 2019, the Board of County Commissioners (BCC) approved the FY 19/20 SHIP Local Housing Assistance Plan (LHAP) and associated Resolution 19-R-112, furthering the County’s Community Housing and Development goal.  The LHAP identifies seven (7) affordable housing strategies that may be implemented with Marion County  SHIP funds: Purchase Assistance with Rehabilitation; New Construction-Home Ownership; Owner Occupied Rehabilitation/Demolition-Reconstruction; Rental Assistance; Disaster Relief; Rental-New Construction, Acquisition, rehabilitation;  and Impact Fees.

CFCAA is a private, nonprofit, community-based organization whose purpose is to reduce poverty and help low-income individuals and families become self-sufficient in Alachua, Levy, and Marion Counties through its weatherization program.  CFCAA is committed to helping people strengthen their lives through community partnerships.

The County entered into a contract with CFCAA on April 21, 2020 to provide leveraged funds for the weatherization Assistance Program as part of housing rehabilitation to benefit approximately very low income families whose properties are homesteaded in Marion County. The amount of assistance to each eligible household will not exceed $10,000.

Due to the COVID-19 pandemic CFCAA has experienced a five (5) month delay. This agreement expired on April 20, 2021.  CFCAA has requested an extension to October 20, 2021 as CFCAA has approved homeowners who meet the criteria for needed repairs to their home. This extension request is reasonable as an unforeseen event stalled their progress in completing the contract requirements in a timely manner.
