DESCRIPTION/BACKGROUND:

Procurement Services is requesting a reorganization of the department in order to meet some of the goals set in the five (5) year operational plan. This reorganization is made possible through the efficiencies created as a direct result of the Tyler Munis implementation. These efficiencies will allow them to delete two (2) Business Services positions, create one (1) Vendor Liaison position, reclassify one (1) Projects Coordinator I position and two (2) Business Services Specialists.

 

One goal in the Procurement Services’ five (5) year operational plan was to create a dedicated Vendor Liaison position. This position will work with various community groups to develop and maintain vendor relationships, hold training sessions, speak to various groups and form a regional purchasing group. In addition, this position would develop internal training for department staff.

 

With these changes, they are proposing to reclassify the Projects Coordinator I position to a Procurement Supervisor. This position would directly supervise the remaining five (5) Business Services Specialists and fill in for the Purchasing Manager as needed. It will also perform specialized Business Services Specialist duties as they relate to capital projects, sales tax projects, and other complex transactions.

 

The Procurement Services’ five (5) year operational plan included creating a countywide spend analysis program. This reorganization will allow us to do this with the reclassification of one of the Business Services Specialists into a Fiscal Analyst. In addition to creating the spend analysis program, this position will be part of the Tyler Enterprise Resource Planning (ERP) team and assist in developing and managing ongoing training programs and implementation of new modules. 

 

The Administrative Business Specialist will be tasked with overseeing the purchasing card program, handling payroll, and other Human Resources paperwork, as well as performing Business Services Specialist tasks as needed.
