DESCRIPTION/BACKGROUND:

Over the last few years, the Board of County Commissioners have addressed the issues of appropriate compensation, staffing and workload within Marion County Fire Rescue (MCFR).

 

On October 20, 2020, the Board approved the reclassification of twenty-one (21) vacant Firefighter positions to twenty-one (21) Battalion Chief positions to address the span of control within the department as Phase I of the MCFR Reorganization Plan. During a presentation by the Fire Chief, he described the need for a relief factor within the department. In an effort to provide coverage for firefighter paid leave, time off for training, unscheduled time off and position vacancies, the Board approved an established relief factor methodology for MCFR through the budget process. This methodology started with a concentration at the entry-level positions and the department is on track to meet their goals in these areas and finds it necessary to begin adjusting the relief factor across the ranks. The immediate need is to address the higher-level positions.

 

Phase II of the MCFR Reorganization plan will begin providing coverage at the rank of Battalion Chief and Division Chief, reducing the need for overtime at the positions of Captain and Lieutenant.  To implement this change, the Fire Chief is recommending reclassifying two (2) Division Chief positions to two (2) Deputy Chief positions, two (2) Battalion Chief positions to two (2) Division Chief positions, two (2) vacant Firefighter positions to two (2) Battalion Chief positions and the deletion of one (1) vacant Firefighter position. These changes will create a Deputy Chief position to oversee the Fire Operations Division and a Deputy Chief position to oversee the EMS Operations Division. The changes at the Division Chief level will allow for two shift commanders on each shift. These changes will create a layer of exempt management with a relief factor that will not require overtime to fill temporary shift vacancies.

Savings of $32,900 in the Fire Fund (EF300522) and Expenditure of $9,924 in the EMS Fund (AA305526)
