DESCRIPTION/BACKGROUND:
As funding permits as with the recent American Rescue Plan Act (ARPA) funds for Short Water Line Extensions, Marion County’s Ordinance No. 2022-43 outlines the Short Water Line program (“grant”) process whereby the required water main extension meets certain requirements and can be modified as Marion County Utilities (MCU) determines is in the best interest of the water system. After application and validation of all requirements, MCU defines the water main route, designs the water main plan, calculates, and funds the entire cost of the project (including any hydrants and service connections). The grant pays all construction costs, identifying the Owner as responsible for only its pro-rata share of the work (total cost divided by the total lots served), and the Board has stated that in no case should a parcel’s pro-rata share exceed $5,000 when grant funding is available. The project area and benefitting parcels’ capital connection fee are defined through a Board-approved Resolution on a project-by-project basis. The Resolution includes exhibits such as the qualifying application, the water main route sketch, and all other project cost details. All benefitting parcels are tracked by MCU in its permitting and GIS systems. Any lot’s capital connection fee is collected and retained by MCU upon application to connect to the system; this collection timeline never expires, and the collected fees are utilized to continue funding the program into the future.
This request is to utilize the capital connection fees that have been collected since the program started, the funds will be placed back into the program for additional water line extensions within the County. This request will recur as additional collections are made, and additional lots are needing connections.

Increase American Plan Local Fiscal Recovery Fund appropriation by $760,229.
